The vessel in the foreground is 'Sefton Supporter' -a pollution control ship, and in the background is HMS Plymouth - F126, a type 12 frigate, which is part of the Historic Ships Collection. I read that this maritime museum had to be closed and the vessels moved from original berth in East Float dock, which is now being re-developed into apartments.
There are plans to move HMS Plymouth to the port of Plymouth and re-open to the public.
