I am not sure if you are right about the IMO-number od the "Pal". According to Equasis the IMO-number 7034799 belongs to a vessel with the name "Alger". It carries this name at least since the year 2000 and she flies the Albanian Flag.
Again according to Equasis the "Pal" has the IMO-number 8988856 and flied at the time the photo was made, the Panama flag which is confirmed by the name on the hull.
