I shot in the dark, but I'm wondering if this is either the Baku or Taskent. These two 18,000 dwt multi-purpose cargo ships commenced build way back in the 80s at a Turkish state yard but remained partly finished and idle due to shipyard difficulties. They were eventually completed by another yard in 2001.
The hull form and size looks about right and there appears to be no sign of any work done for some time in the photo.
As I say, just a shot in the dark, but I may be well of track :-o
