Tug boat terminology (as opposed to naval terminology) would call her dead since she is not using her main engine. However tug boat men are not noted for their literacy, so we will defer to the more precise terminology of the navy.
QHM is usually very clear on this also when dispatching their tugs, distinguishing between dead ship (Fraser for example) and cold move (this one)so I am only referring only to commercial tugboaters who might misuse the term!
