I found the following Word about this Ship on a Website from Lowestoft:

Probably the most unusual ship ever to enter Lowestoft harbour is this ex East German spy ship, with the collapse of East Germany the ship was taken over by the Soviet Union but was eventually sold and arrived in Lowestoft last year to undergo a feasibility study to decide what is to become of it, some of the suggestions have included a floating casino or a restaurant.

I get the impression that it as some semblance to a small warship under wraps. I would prefer it being a large floating clog.
