Was she build as SAND MASTER because she seems to have an open stern as in ex-offshore tug.

I think these tugs were designed for Sea/River (Exxon) for towing coastal fuel barges. Roehrig has a sister of this vessel. A lot of U.S. tug companies build boats with raised bows as a matter of individual preference. SeaBoats in Fall River, MA is a good example.
