Not sure guys. Possibly her cargo of I beleive is copper sulphate might be the culprit.

Looking at it,,it is run off water from deck, most probably decks cargo which had something in it/to it where rain/sea spray could whasch it off. Also another possiblity, the rubber seals between the hatchvocers, I had that on a container vessel, they moved that much that rain/spray from the sea washed out rubbed off particles and it looked just like this.
