Pieter's explanation is correct: this is MASSILIA. Built by S.A. des Forges et Chantiers de la Mediterranee at La Seyne # 1061 and delivered in October 1920.

I think this is the MASSILIA because sisters LUTETIA and GALLIA had an other (smaller) promenadedeck under the promenadedeck shown on ship in the picture. Construction of the MASSILIA was halted during WW-1 and therefore emerged with an other appereance than the prewar delivered LUTETIA and GALLIA.
