Earlier versions of the Friendship design (such a this ship) came with these 22t Universal Gantry Cranes and eight hatches, seven of which were hydraulically-operated, pontoon type and one hinged type. Later versions had five hatches two of the hinge-up type and thee of the double jack-knife type – and five sets of 25 long ton SWL Horizontal Slewing Cargo Gear.
The anchor is “dangling” probably because it has recently been weighed for the ship to move from an anchorage to a berth or, if it is leaving port, it may have been used to warp the vessel off the berth.

The Pilot or Captain has the anchor down in case of engine failure or Steeing gear failure, IE a safety measure.
