no it has nothing to do with the cargo. As far as I know is the blue signal panel used on ships that can not use the usual rules because of draft by low water or if they leave the river for a harbour. Specialy on the river Rhein there are sections (Bopparder Schleife) where the "wrong side" is used.

Hi Klaus. is the cargo dangerous? ie: why are they not passing using the usual rules of the road?

the blue signal panel gives information for the ship that comes toward on which side it has to pass, in this case on the right side
