normally those are boarded by the crew when lowered to the next lower deck or even lower. There is a special kind of blocks (in german bei-holer) which pulls the boat tight to the deck and boarding is then easy. The trick was to release it again , fwd/aft at the same time. But they are not high then nowadays on big boxer or passenger veesels
the construction is different but the princip the same

nice shot and nice ship. No doubt. What makes me thinking is the arrangement of the lifeboats. Skyhigh next to the funnel. Dutch cargo vessel of the same generation have the same arrangements. How would they be lowered safely in an emergency situation?
