Lots of older/smaller ships had/have that arrangement. It's only with ships from the 60s onwards where the accommodation block was compressed in length and increased in height that boats tended to be lower down.

Never seen lifeboats aft the Bridgewings before I heard the Costa Concordia had similar arrangements though.
