some of the older tugs, special the railway tugs from the upper east coast, the had later fenders installed at the upper decks in order to prevent damage, made them not look good !!!

yes,,the design is still from a time where ships had no overhangs and tugs could work close, then overhangs got bigger and bigger and one can see on almost all old tugs bents and bents at the top rails/decks.
