Hi holedrille,, the sterntube Aft and/or Fwd Simplex seals are replaced and bonded from the inside i.e. from the Engine Room.
They are always accessible, and only from the inside !
But,
the ship's trim is necessary to enable the tailshaft's bore/opening to be above sea water, WHEN THE AFT SEAL IS DISASSEMBLED, to prevent sea water entering into the Engine Room.
It's most usual, that the sterntube seals are replaced while the ship is being in drydock; this is performed in conjunction with tailshaft withdrawal for inspection; bonding technique is then not necessary.
Replacement of Aft sterntube seal in situ while vessel afloat is done in "emergency case" when extensive leak does occur.

They certainly cannot get at the shaft seal with that trim. Perhaps they were trying, and failed?

Such trimming of the ship is usually done for replacement of sterntube aft Simplex type seal by bonding in situ while vessel afloat ... but for such the case, the regulations require that the outside end of the propeller tailshaft must be min. 0,5 m above the water level !
