They needed the big funnels because the ship has three EMD engines, with ~10,000 installed BHP. They needed big enough intake/exhaust louvers to get adequate ventilation and combustion air in and out of the engine room

The new paint scheme does help these tugs look a little less ridiculous. Thanks for the great pictures.
