There is a habit of painting a ships anti-fouling and up to a few feet above the waterline just to keep the time ( costs ) down while in a dry dock. They will probably use a punt to go around the sides of the vessel and paint her where shes berthed.This lets the shore engineers work on engines/ winch's/ etc at the same time as the painting goes on.
