Well, it could,,but with one hatch full water it can still be ok

Could be they loaded the fish at Nouadhibou at anchorage perhaps. Often direct off fishing vessels

I sailed vessels like that as Capt in the late 90,s and 00-01,,same cargo ,same places. No need really to go back there
