MattyBoy; It is a ballast/stability pontoon, but it is not used as a counterweight. In that case it would need to be placed on the portside of the ship as it is discharging the yaught on the starboard side. Counterweights are usually not used on a ship. To prevent the ship from listing during the lift, ballast is pumped from one side to the other. What the pontoon does is increasing the "Water Plane Area", in this way increasing the stability.

I always fill in the location, but on occasions when you start typing in the port, you get the no ports available pop up, so no way of filling in the location.
I agree this one should have been, but a bit ingenuity would have got you to where you wanted, instead of complaining to the poster. Rant over
