but 第一 is No.1 (No.18 is 第十八, I think)

which has the same official number on the bridge front 137138.
Listed as a general cargo ship, though Japanese sources describe her as used to carry oil fuel and fresh fish (an odd combination in a way, but it makes sense - and accords with your friend's understanding)
Why some sources claim IMO 9281217 is now renamed SATER in UAE/Iran or the Cuban flag AVESTA is anybody's guess.
