So the independence was proclaimed on Feb 16th, but this picture was on Feb 9th. Start of week of celebrations perhaps???

In the former East Prussian city Memel,now Klaipeda, which was founded by the Teutonic Knights in 1252 started to celebrate day of restoration of Lithuania's Independence ,the unilaterally declared on February 16, 1918 in Vilnius. The Russian Empire collapsed during the Revolution of 1917,the German Empire after the First World War in 1918,but the city of Memel, was still Prussian(governed by Entente,the French
from 1919 before 1923) Lithuania in February 1923 took the city to itself with Lithuanian military and police, but only until March 1939..The city until 1945 became again German.Soviet Union decided to give back Memel, the Lithuanian Soviet Socialist Republic(parts of the USSR). After WW II in Memel
there was not a single citizen left, all were evacuated to Germany, but in Memel territory (Memelland), the area separated from Germany by the Treaty of Versailles, later called Klaipeda Region,there are about 7 thousand people left https://en.wikipedia.org/wiki/Act_of_Independence_of_Lithuania
