The blue and white flag on the pole in the foreground is attached to a railed cradle (on which the keel blocks are placed to support the ship in the correct position), in readiness for the next ship to be hauled onto the repair slip. The flag indicates to the berthing master/pilot on the bridge of the approaching ship, where the submerged cradle is in relation to the starboard bow of the ship.
