She's just lightly loaded, and her bulb is just as high as it is supposed to be. It is usually designed with specific service speeds in mind, and can bring more or less savings depending on that speed - I remember some time ago there was some shipyard activity when the existing bulbs were replaced with smaller ones, more efficient at lower service speed.
