We have a similar statue in Wellington Harbour (NZ) near the marina. {In fact very similar and it would interesting to know which came first).
A dorsal view only is the safest from the wharf. What's revealed on the ventral side is best viewed from a boat.

I think that particular guy is a statue, to what or to whom I don't know ,maybe a local will tell us.
