Sorry. I'll have a second go at this, paying more attention. The name is こうべ　which is "Kobe" in the hiragana syllabary. The port of registry is Kobe, appearing here as it is usually written, 神戸.

It looks as if the name of this is コウベ　which is Kobe in the katakana syllabary (see wikipedia for explanation of that!). The usual way to write "Kobe" is 神戸。
