Miraflores is correct.was only going by number of letters.

You are right, miraflores, with the letters and windows. GOVERNOR is for me more probable than DIPLOMAT, when looking at the magnified pixels.

But the name has 8 letters, not 7
And the windows of the superstructure are different.
Looks like DIPLOMAT or sister GOVERNOR
