Sorry cisco, didn't notice the link. Had a quick read. Really interesting. So is it part of the US Navy or is it an independent "asset"? I notice it's part of the US Missile Defense Agency.

SBX-1 details are in the link. It suggests that the 'hull' was built as a standard semi-sub and then fitted out as shown with that radar. I don't think they rebuilt an already completed rig.
That is as I understand it......

It is a mobile radar station, military purposes.
They rebuilt her.
