Confirm is Napier, she called here twice and I'm picking more likely date was 29.7.94 0800 based on weather. Usually that photo spot is afternoon only, so winter clouds probably made the shot possible. Took one from same spot only yesterday, though it was the PM. The photographer who probably took the shot (Iain Lovie) and he didn't miss many in Napier from the seventies onward, unfortunately has had severe health issues over the last year and has had to hang up his well used cameras.
