When I sailed from Dubai to Limassol aboard the cruise ship Boudicca we had our decks similarly draped in barbed wire when we were in Muscat. It was removed when we got to Aqaba, Jordan. We had a drill for what to do if the ship was attacked by pirates. An interesting experience.

With those barbed wire I assume this is somewhere along East coast of Africa.
