Found the history of this event. The flags were raised on the occasion of the ship's arrival in Odessa on May 15, 1958 from Haiphong (Vietnam). The ship worked there from March 20, 1956.

The large inscription below the windows of the wheelhouse translates into human language (Здравствуй любимая Родина) WELCOME, BELOVED HOMELAND. In times of real socialism (or if you prefer COMMUNISM) political commissars (often called cultural and educational officers) were employed on ships under the flags of countries dependent on the Evil Empire. It was they who outdid each other in inventing absurdities such as this very inscription. I remember that in that (luckily past) system people constantly fought for peace and the communist party created problems only to fight them heroically later.
