I think Dmitry's photo puts everything in its place, where we can see
the differences inherent only in the second hull on the photo attached at the link.

And if the second hull is KOOTENAY, then in 2003 I took picture the KOOTENAY, which is well confirmed Kyle's source.

If first one is Restigouche on linked page, then Manzanillo pictured frigate most likely Kootenay as Kyle says. There are some details which not matching.
I will post couple of frames from Manzanillo as well.

I believe this is actually the ex-HMCS KOOTENAY DDE 258. It's pretty clearly documented in media sources that the RESTIGOUCHE was scuttled by authorities in 60 meters of water at Acapulco after plans fell through to reef her as a diving attraction.

However, I found the following report of the final fate of KOOTENAY: "She was later towed to Manzanillo, Mexico where she was last photographed in 2003. The KOOTENAY ended up under arrest as the purchasers didn't pay some kind of import fee and it ended up in a proverbial Mexican mess between the Mexican federal government and the harbour authorities and the owners. Last seen she was being scrapped at the dock and they later ran the remaining part of the hull up on the beach and took her right down to the keel. Sad ending for a great ship."

Hi Vladimir,
there is a category 'Scrapyard Ships' or 'Wrecks & Relics' for this, unless you think that she is being rebuilt? ;-)
