Would like to know why those cables that hold the derricks have chains - do they go to winches or secured to decks? How derricks were raised then?

Hi Denis,
as in the drawing I supplied to you before the derrick is moved up/down by a span rope attached to a winch or with a monkey face/delta plate where a chain is applied to be fastened on deck when positioned by the span rope.
In this case some folks liked it complicated by attaching an additional span rope to move the derrick about a quarter down the derrick head (well visible in the photo). When the derrick was finally positioned the chain was fastened on deck and the extra span rope loosened a bit.

Hope you get me,

So the span chain was used to be sure the position of the derrick is really secured than to rely on winch holding it? Or maybe once the derrick was positioned & secured with that chain, the wire was detached from the delta plate & that winch/wire was used for different purpose?
On above photo I don't think the derrick can be fully lowered on deck to horizontal position because the delta plate / chain would reach the top block much before that. Guess such derricks with chains were stored only in vertical position.

"So the span chain was used to be sure the position of the derrick is really secured than to rely on winch holding it?" = YES
"Or maybe once the derrick was positioned & secured with that chain, the wire was detached from the delta plate & that winch/wire was used for different purpose?" = NO
As you can see clearly there is no delta plate.

This was the derrick sailing position:
