Then in June 2018 the vessel was in a repair yard at Arles: https://www.facebook.com/watch/?v=10155933657578999
At the same time the Actéon school was appealing for donors: https://ecole-acteon.fr/blog/appel-a-dons-peniche-theatre.
Then the project seems to disappear until your discovery. Whether something negative was found on inspection, the school's money ran out, or the project became a casualty of Covid, I don't have any idea.

With the various names, the ship had a busy trading life. When I zoomed in on vessel looking to identify vessel, it appeared the name Zebre was "welded" on the bow...?
