yes, I agree,,, pretty much crazy. But look at it this way. If the Capt would have said he stays in port, then he would have to tell owners / harbour master etc that his vessel is unfit and it is his fault. I he ''DOES'' like he wants to leave and the
harbour master refuses permit for sailing, then the ball game is total different.
Of course, also that is crazy,,but most probably very close to reality.
