I only concentrated on the hull number and didn't check further; quite sloppy on my part.
This ship is indeed a 053 H3 also known as Jiangwei II-class (10 units in class) either 524 (SANMING) or 564 (YICHANG).

is open,,which means if it would be a 6 it would be closed. therefore it must be the 524 (SANMING)
