Suggest to keep it because the quality of the other 2 available shots of this vessel is highly questionable to say the least.

Not so bad that shot. There are worse ones, which are kept.
So, if there are not several good shots of that vessel I would suggest to keep the photo.

I've uploaded it, because it's only decent sternshot on the site and the ship was recently renamed. Could be re-uploaded, not so blurred, but less percentage of frame.
Nevertheless, "reason of blurrienes" at the shot of AFANASIY MATYUSHENKO is highly questionable also.
