The ship appears to carry the earlier version of the satcom OE-82/WSC -1 just aft of the main mast. The stern name plate was also obscured by the helicopter netting. This would indicate the ship is FFG -7 USS Oliver Hazard Perry. The lead ship of her class. There not many pictures of the lead ship.

Paul, you are correct. This is the first ship of the class, the Oliver Hazard Perry (FFG-7). Note the call sign November Oscar Hotel Papa, and the "AZA" between the flight deck nets on the stern. In 1978, the OH Perry was the first and only member of the class actually in service.
