According to this link, she is detained since September 2012 because of some deficiencies on Paris MOU:

Hi again Phil, and yes, you are absolutely right there... plenty of them have ended up under detention right here in LP.
The full crew stays aboard for X number of weeks, then you know it's all over when a Port watchkeeper appears on board and the crew disappear.
Many, usually, years later the Court sells them for disposal.
The 'Kagu' is a case in point:

and she is now parked adjacent to the 'Red Baroness'.
I see you also snapped 'Kagu' in Biscay on what may have been her last fateful voyage!
Cheers and regards, Rick

Hi Rick, thanks. I can't find any official word on why she's been stuck at Las Palmas for so long but it was never uncommon for old coasters on delivery voyages to sail close to the wind in terms of safety requirements and certification. I seem to remember cases where the skippers weren't even properly qualified!
Cheers
Phil

Hi Phil, and still here today, & not going anywhere fast by the look of things. I'll see what I can find out in the next day or so.
Regards, Rick
