Actually, Fortuna S sank at the entrance of Sulina Channel, so what you see there are 4 red lateral marks and there are also 4 green lateral marks which define the fairway for Sulina Bar.

When a new danger occurs (wreck) in busy area, the rule is to double the buoys until the information is enough broadcasted.

What fascinates me about this is the buoy's in the background? Does Romania follow the IALA Buoyage system? If I'm not mistaken, they're lateral marks but why four in close proximity? Surely an isolated danger mark would suffice?
