By the time of this photo, wearing full uniform on the Bridge was generally more relaxed when out at sea (depending on the Old Man). As these 2 are wearing full uniform (with shirt tucked in!) and their caps are hanging on the bulkhead at right ready for immediate donning, I believe this must have been taking while arriving or departing some port.
As for radars, there were 2; the larger one in the chart area was mainly used for navigation while the smaller one was at the front of the wheelhouse (you can just see it front of the cadet in the distance) was mainly for other ship tracking/anti-collision purposes.

Interesting set up. I still had same, Radars inside the chartroom-desk area with a curtain around. Todays radars are all to the front of the bridge.
