Yes, the promenade deck is the deck that is just above the davits.

She does actually have an outdoor promenade deck! I'm not sure that it runs all around though.

If there is any apartment building afloat, this is the prototype! Just balcony cabins all around, no visible free deck space, no multi-storey glass panes, no typical boat deck with an arcaded, generous sidewalk.

That is why the Queen Mary 2 got an exception from rules relating to the maximum height at which lifeboats can be placed. Otherwise they would be damaged too quickly.

According to the photo, it seems she has been provided with the new type of davits which make the lifeboats to be permanently hanging overboard. Some mega cruise ships are currently using them, but polemic has arised since incidents involving these kind of boats thrown away by waves in rough seas have already been reported.

At least she has a better looking stern compared to those Celebrity Equinox cruisers.
Still, plain floating hotel, tiny almost invisible mast & funnel, bad aerodynamics, boring aesthetics... it's a very bad looking ship in conclusion.
