Yes it is. Lower mainland BC experienced an unusually cold December (By their standards). On December 25 there was some light snowfall in downtown Vancouver. It pretty much disappeared as quickly as it fell to the ground. (Temp hovered around the -1C mark). What you see on the wharf is the residue of the so called very light snow fall for that day.
