Diver Alvin Douglas explained:
In their dive on Friday, the team made some new discoveries. Douglas said, “We also observe that there is a debris trail on the water that suggests that the vessel was turned over even before it made contact with the reef. The superstructure of the vessel was torn off. There were cranes, arms and railings all the way, and there’s a lot of destruction in that area.”
He also added, “We also found a cable that is connected to the bow of the vessel. That also suggests that the vessel may have been in tow because the anchor is secured where it’s at. But there is a huge tow line, approximately a third of the length of the vessel.”
My conclusion:
A ship is scrapped and the entire stern and superstructure is cut off and the bow and tanks are used to make a barge, which is done.
The bow and the tanks are converted into a tank barge.
And the Chinese use many of those here in South America.
They use them as fueling stations.
But they are always connected to a tugboat, which acts as a beacon ship.

Thank for the pic and info.
The IMO number is not from this (un-identified) ship, as the GULFSTREAM (IMo7381544) was broken up in China on 2002.
Added : Looking at various videos, no propellers are visible. Could she be a towed barge with bow (so not in usual registers) ? Note the small steps (holes) in the hull, often found to climb on not propelled barges (something similar to this one : https://www.tugboatinformation.com/tug.cfm?id=872 - Scroll down to photo 1/3)
